Italy’s ADM Orders ISPs to Block 381 More Gambling Domains, Blacklist Reaches 13,079

Italy’s regulator ADM has ordered internet connectivity providers to block 381 new unauthorised online gambling sites, taking the national blacklist to 13,079 domains. Providers have until 29 October 2026 to comply.

As Italian responsible-gambling portal GiocoResponsabile reported, the order was signed by ADM official Luca Turchi and updates the list published on 23 September 2026. It is based on Article 102 of Decree-Law 104/2020, converted into Law 126/2020, under which publication on the ADM portal counts as formal notification to connectivity operators. Anyone trying to open one of the blocked addresses is redirected to an ADM warning page. gioco-news.com is among the new entries, and the same order restores the connection to www.casino.net, which comes off the list.

Three updates in thirteen months

ADM’s last three blacklist orders, with totals where the regulator disclosed them:

October 2026

Between September 2025 and October 2026 the list grew by 1,598 addresses. The August order included fonbet.com, fonbet-italy.com and other domains of the Russian bookmaker Fonbet, which has no Italian licence.

What players lose on unlicensed sites

On a site without an ADM concession, mandatory deposit limits do not apply and the national self-exclusion register (Registro Unico delle Autoesclusioni, RUA) has no effect. A player with a withdrawal or personal-data dispute has no Italian authority to complain to. Article 4(3) of Law 401/1989 also allows penalties for the player: taking part in games run without a concession is punishable by arrest of up to three months or a fine of €51 to €516.

In our view the block mainly stops people who reach these sites from an ad or a search result. Someone searching for a specific brand often finds a domain with almost the same name, which is why ADM had to block fonbet.com, fonbet-italy.com and further Fonbet-branded addresses in a single update in August. To check a licence, compare the concession number in the site’s footer with theADM list of remote gaming concessionaires. If the site shows no number, or the number is absent from the list, the operator has no Italian concession, even when the page opens without any ADM warning.
